UK Prioritised Action Framework


The Prioritised Action Framework for Natura 2000 (PAF) is a planning tool that aims to integrate financing for the Natura 2000 network into EU financial instruments for 2014-2020. Compiled at European Union member state level, the PAF facilitates integration of priority actions into relevant EU funding programmes.   


The PAF sets out the prioritised actions and the supportive monitoring and evaluation measures that need to be financed, identifying potential contributions of each EU funding instrument (such as the European Agricultural Fund for Rural Development, Structural Funds, LIFE, etc.) to the national/regional Natura 2000 network.


The UK PAF provides information at a UK country level and is split into seven sections. The introductory section provides an overview of the Natura 2000 network within the Member State territory (Metropolitan UK and Gibraltar).  It is predominantly based on the  Article 17 report on implementation of the Habitats Directive and the Article 12 report on implementation of the Birds Directive.  This is accompanied by a separate PAF for each of the four countries of the UK (England, Wales, Scotland and Northern Ireland), an offshore PAF (for Natura 2000 sites in UK waters beyond 12 nautical miles), and a PAF for Gibraltar.


The UK PAF was first submitted to the European Commission in 2013. The PAF is considered a dynamic document to be updated periodically as knowledge on management measures improves.  In 2016 the UK overview and the PAFs for England, Scotland and Wales were updated to include information from the most recent Article 17 and Article 12 reports. In addition, Natural England updated the England PAF through a Life+ project, IPENS, and Natural Resources Wales updated the Wales PAF through a parallel Life+ project, Natura 2000 Programme for Wales.  JNCC are currently working on an update for the offshore PAF, whilst Northern Ireland and Gibraltar are updating their respective PAFs.
