Part 4.  Cross cutting issues

Many threats to waterbirds can be considered as cross-cutting inasmuch as they are not restricted to specific geographic regions.  Workshops were held on the themes of the implications of climate change for waterbirds (4.1); the increasingly important issue of disease emergence in waterbirds (4.2); the need for flyway scale monitoring of populations (4.3); and the importance of understanding waterbird migration ecology (4.4) so as to develop science-based policies for conservation of waterbirds and their key staging areas. 
The specific issue of summarising and collating data and information on the distribution and movements of waterbirds in the form of migration and flyway atlases (4.5) was reviewed separately.
